进一步响应国家天然气市场化改革要求,服务行业持续稳定健康发展,中国石油化工股份有限公司天然气分公司(以下简称“中石化天分”)联合上海石油天然气交易中心(以下简称“上油中心”)拟定于2024年6月21日开展LNG液体贸易批发竞价交易,现将相关事项公告如下:
一、交易时间
2024年6月21日09:30-15:00,共计6场,每场对应中石化所属或租用的不同LNG接收站,具体如下:
二、产品介绍
1.产品名称:液化天然气。
2.卖方(挂单方):中石化天分。
3.卖方执行方:中石化天分各销售中心,包括中石化天分东北、华北、山东、浙江、广西、华南等销售中心。
4.交收期:2024年6月25日08:00-2024年7月5日08:00(10天)。
5.交收地:前文交易时间表格对应的接收站;其中:中石化天分东北天然气销售中心对应国网大连LNG接收站、华北天然气销售中心对应中石化天津LNG接收站、山东天然气销售中心对应中石化青岛LNG接收站、浙江天然气销售中心对应浙能温州LNG接收站、广西天然气销售中心对应国网北海LNG接收站、华南天然气销售中心对应国网粤东LNG接收站及国网深圳LNG接收站。
6.交收方式:自主交收。
7.配送方式:用户自提。
8.气质要求:天然气符合中华人民共和国国家标准《天然气》(GB17820-2018)中的一类天然气标准,以接收站出具的分析结果为准。如国家对天然气标准进行修订,双方应按照修订后的标准执行。
9.提货和结算
每日均匀提货,总提货量不得低于当期摘单总量的95%。中石化天分各销售中心与用户进行气量交收结算。
三、交易参数
在交易时间登录上油中心交易客户端,依次点击“竞价交易”-“中石化液态东北”等专场-“液化天然气”,然后进行相关交易操作。
四、参与交易资格条件
1.本次交易活动对象为经中石化天分审核通过的LNG贸易商及终端用户,即需要在接收站对应的中石化天分销售中心办理开户手续。
2.申请企业须为上油中心国内交易商会员,且已完成银行第三方存管签约。
3.申请企业应具有良好的信用记录,不在失信被执行人企业名单之列。
4.申请企业无任何逾期款项,包括预付款、气款、短提补偿金及滞纳金等。
五、交易手续费和交易保证金
1.交易手续费
交易手续费=交易总金额*千分之一,交易总金额=成交价*成交量,双边收取。
2.交易保证金
交易保证金=交易总金额*5%,交易总金额=成交价*成交量,双边收取。合同履约完毕后,经双方确认,释放交易保证金,具体按照合同执行。

六、交易准备工作

2.未开户客户注册流程
(1)注册:登录上油中心官网-会员中心-会员注册,填写注册相关信息,跟踪审批进度。联系电话:任老师021-68822335。

一、报名时间
2024年6月6日10:00-2024年6月26日16:00。
二、交易时间
(一)“管网通”产品年度系列
6月28日 09:30-10:15 河北省安平枢纽点;
10:30-11:15 广东省广州枢纽点。
(二)“管网通”产品季度系列
6月28日 13:30-14:00(2024年8-10月份);
14:00-14:30(2024年9-11月份)。
三、产品信息
(一)产品定义
“管网通”产品是指国家管网集团充分利用所属基础设施能力,为托运商提供的全管网任意上下载点间的储存气和管输服务。“管网通”产品包括年度、季度和月度三个系列。其中,年度系列采用枢纽点储存气模式,在产品服务期限内,托运商可将天然气自国家管网集团任一上载点上载,输送至枢纽点进行储存,再从枢纽点输送至任一下载点下载;季度和月度系列采用上载点储存气模式,在产品服务期限内,托运商可将天然气自国家管网集团任一上载点上载,在服务周期内进行储存,并在国家管网集团任一下载点下载。
“管网通”产品年度和季度系列采用交易中心市场化竞拍或挂牌方式受理,月度系列采用分散受理方式。本次通过上油中心线上交易的为“管网通”年度和季度系列产品。
(二)产品卖方(挂单方)
国家石油天然气管网集团有限公司共享运营分公司(简称“共享运营分公司”)。
(三)产品规模
“管网通”产品本次推出年度系列2900万方,其中,安平枢纽点1900万方,广州枢纽点1000万方;季度系列2000万方,其中,2024年8月—10月1000万方,2024年9月—11月1000万方。
(四)服务周期
“管网通”产品年度系列服务周期:2024年7月18日至2025年4月30日。
“管网通”产品季度系列服务周期:2024年8月1日至2024年10月31日;2024年9月1日至2024年11月30日。
(五)服务原则
不影响管网设施安全运行,不影响基础服务合同正常履约,公平公正开展交易、提供服务,满足托运商灵活使用要求。
(六)产品规则
1.“管网通”产品年度系列
(1)产品内容。产品包括上载点至枢纽点的管输、枢纽点注采及储存、枢纽点至下载点的管输等环节。托运商可以在暂不明确气源及用户的情况下,购买对应枢纽点服务产品。明确气源上载点后,即可申请上载点至枢纽点的管输服务,以约定枢纽点为储气点进行注气和储存。明确下载点及用户后,即可申请枢纽点采气和枢纽点至下载点的管输服务。
(2)上载及储存。托运商通过提交上载点至枢纽点管输需求,经路径规划及订单审批后实现管输、注气及储存服务,日服务量上限为其购买产品总量的20%且不高于300万方/日。若提报上载日指定时,天然气管网运行工况允许,国家管网尽量给与灵活性支持。
(3)下载及管输。托运商通过提交枢纽点至下载点管输需求,经路径规划及订单审批后实现采气及管输服务,日服务量上限为其购买产品总量的20%且不高于300万方/日。若提报下载日指定时,天然气管网运行工况允许,国家管网尽量给与灵活性支持。
(4)使用次数。所购服务容量在额度内可多次、循环使用。
(5)照付不议。非采暖季的配套管输服务免除照付不议费用。
2.“管网通”产品季度系列
(1)产品内容。产品包括上载、上载点储存、上载点至下载点的管输等环节。托运商可以在暂不明确气源及用户的情况下购买服务产品。明确气源上载点后,即可申请上载服务,以气源上载点为储气点。明确下载点及用户后,即可申请上载点至下载点的管输服务。托运商购买的服务产品量可用于不同上载点储气并通过不同的下载点提气。
(2)上载及储存。托运商通过提交上载点日指定进行储气服务,日上载量上限为其购买产品总量的20%且不高于300万方/日。若提报上载日指定时,天然气管网运行工况允许,国家管网尽量给与灵活性支持。
(3)下载及管输。托运商通过提交上载点至下载点管输需求,经路径规划及订单审批实现下载提气服务。产品管输路径基于申请日可售管道剩余容量规划,满足托运商下载提气需求,日下载量上限为托运商购买产品总量的20%且不高于300万方/日。若提报下载日指定时,天然气管网运行工况允许,国家管网尽量给与灵活性支持。
(4)使用次数。所购服务容量在额度内仅可单次使用。
(七)收费模式
1.“管网通”产品年度系列
产品费用包括储存服务费、注采费和配套管输费三部分。
(1)储存服务费。安平枢纽点的竞价底价为0.89元/方(含税,下同),广州枢纽点的竞价底价为0.57元/方。竞拍结束后,若年度系列产品仍有剩余额度,可在交易中心挂牌并由客户按需自行摘单,服务价格按照该系列产品(不区分枢纽点)最近一次竞拍成交价格最高价的1.2倍执行。
(2)注采费。注采费单价均为0.0253元/方,注采费按照实际注/采气量进行结算,多次注/采的多次结算。
(3)配套管输费。管输费包含从上载点至枢纽点配套管输费和从枢纽点至下载点配套管输费两部分,各部分费用由约定管输路径决定。
(4)支付方式。合同签订后,储存服务费采用照付不议方式在合同约定结算日分月缴纳;注采费和管输费在合同约定结算日进行分期结算;履约保障采用保证金或保函形式缴纳。储存服务费金额为储存服务费单价×储存气额度;履约保证金或保函金额为0.8元/方(综合管输单价)×储存气额度,须在竞价摘单结束后的10个工作日内向卖方缴纳。
2.“管网通”产品季度系列
产品费用包括储存服务费和配套管输费两部分。
(1)储存服务费。储存服务费单价由竞价确定,竞价底价为0.10元/方(含税,下同)。竞拍结束后,若季度系列某期产品仍有剩余额度,可在交易中心挂牌并由客户按需自行摘单,服务价格按照该系列同期产品最近一次竞拍成交价格最高价的1.2倍执行。
(2)配套管输费。管输费由申请上下载约定路径决定。
(3)支付方式。合同签订后,储存服务费采用照付不议方式一次性缴纳,履约保障采用保证金或保函形式缴纳。储存服务费金额为储存服务费单价×竞拍所得储存气额度,履约保证金或保函金额为0.8元/方(综合管输单价)×储存气额度。储存服务费、履约保证金或保函须按照合同约定在竞价摘单结束后的10个工作日内向卖方缴纳。
(八)气质要求
上载和下载的天然气均应符合中华人民共和国国家标准《天然气》GB17820中一类天然气标准。
四、交易场次信息
(一)“管网通”产品年度系列
通过上油中心交易系统进入“竞价交易”—“储气服务”—“‘管网通’产品年度系列”竞价专场。
(二)“管网通”产品季度系列
通过上油中心交易系统进入“竞价交易”—“储气服务”—“‘管网通’产品季度系列”竞价专场。
其他未尽事宜详见交易系统挂单信息,请提前登录交易系统仔细查阅。
五、交易资格
(一)买方须符合以下条件
1.具备国家管网托运商资质条件;
2.在接受国家管网集团服务期间,无重大违约记录;
3.须为上油中心国内交易商会员,且已完成银行第三方存管签约;
4.应具有完整的天然气交易、交收、结算及风险管理的体系和团队;
5.应具有良好的信用记录,包括但不限于不存在重大违约、不在失信被执行人企业名单之列等。
(二)申请报名
有意向参与交易的企业请将附件“管网通交易报名表”(加盖公章)扫描件发送至以下邮箱:PNG@shpgx.com。
报名截止时间为2024年6月26日16:00。
(三)入围通知
国家管网集团和上油中心收到企业申请表后,根据提交的时间顺序开展资质审核,并于6月26日20:00之前通过邮件发送审核通过的入围通知及电子合同模板等材料。收到入围通知的企业请于本公告公布的交易时间在上油中心的交易系统内按时参加交易。
六、服务合同
由共享运营分公司作为主体与托运商签署产品服务合同,托运商在产品使用期间无需再次签订管输服务合同。合同明确本周期内服务的双方权利、责任和义务。
七、交易服务费及保证金
参与交易的交易商会员需提前入金,将资金转入对应的交易结算账户,确保交易结算账户可用余额充足。
(一)交易服务费
成功参与摘单的托运商按交易成交金额(交易成交金额=成交的储存服务费单价×成交的储存气额度)的2‰向上油中心缴纳交易服务费。
(二)交易保证金
托运商须在6月27日15:00之前按照交易意向成交金额(意向成交金额=意向储存服务费单价×意向储存气额度)的10%向上油中心缴纳交易保证金。
(三)履约保证金
交易结束后,未达成交易的买方交易保证金将自动释放,可操作出金。达成交易的买方应在竞价摘单结束后的10个工作日内向卖方按照合同约定支付“管网通”储存服务费、缴纳履约保证金或保函,在国家管网集团向上油中心发送邮件说明后,买方交易保证金将解冻,买方可操作出金。
线上交易完成后,买方未按合同约定的期限和金额向国家管网集团提交履约保证金或保函的,买方交易保证金作为“管网通”产品服务合同违约金由上油中心支付给国家管网集团,具体详见合同约定。
八、交收及结算
交易结束后,交易系统将自动生成“管网通”产品电子合同。交易双方根据电子合同约定,线下开展服务交收和费用支付等工作。
九、交易准备
